This is Setrap via the oracle Choyang Kuten-la on the occasion of offering new garments which he is wearing. The picture was taken in the old temple of Gaden Shartse where the throne was placed on the west wall of the Temple.
You can see the current Kuten, Tenzin Choephel, on the right hand side of the image, behind the oracle.
He was an assistant at the time.  The other monk is Phukhang Geshe Lobsang Dechen who was the main attendant to Choyang Kuten-la for the duration of his life, and whose service was offered by Gaden Shartse. Ah… the good old days.
