As part of HH Dalai Lama's decision making process, he consults the Nechung Oracle, the state oracle of Tibet, the "Gyeden", the one who does not speak and the female oracle. Oracles can be seen as a "window into the consciousness that is completely non-human".

The Dalai Lama explains that oracles are consulted when there are many options open, and that he would also perform divinations with meditations to confirm the decisions.
